Western Cape Budget shows ANC`s commitment to fighting poverty

1 March 2002

The ANC has once again shown its commitment to fighting poverty with the unveiling of the 2002/3 Budget today in the Western Cape Provincial Legislature.

The Provincial ANC welcomes this budget. It is a clear indication of the seriousness to fight poverty.

Said ANC Provincial Secretary Mcebisi Skwatsha: "We welcome the Budget unveiled today by the Finance and Economic Development MEC Ebrahim Rasool.

"This budget was important in terms of making the break away from DA rule, in which the needs of the poorest of the poor was always compromised to maintain white privilege.

"This budget makes a break from the previous administration in which government was used as an instrument of opposition to the national government, instead of governing and delivering services to the poor.

"With this budget the MEC has opened up the economy for African people in the Western Cape who were treated like second class citizens in this province under DA rule. Black business in general and Africans in particular must start to benefit from the increased allocation of R600m on infra-structural development.

"The ANC is also pleased that more is allocated for social services, education and housing. Housing is a burning issued in this province and the Housing MEC is eager to tackle this problem.

"We also welcome the increase in social grants. This will go a long way in providing a safety net for the poorest of the poor.

"The increase in fighting the scourge of HIV-Aids underlines the ANC and governments resolve to fight this disease.

"This is also the first time that a Western Cape provincial government has placed much emphasises on rural development and the need for farm workers to retain their jobs. The massive allocation to the agricultural budget will allow government to exploit its export potential. This should benefit both farm owners and farm workers.

"Overall the ANC is satisfied that slowly but surely it is steering this new (provincial government) ship away from its previous path, to the path of growth orientated service delivery for all the people of this province."
