ANC EASTERN CAPE PROVINCIAL LOCAL GOVERNMENT WORKSHOP

The ANC In the Province of the Eastern Cape will hold a two-day workshop to focus on a local transformation plan of the ANC-led Alliance in the Province. The workshop will be held at the All Saints Campus of the University of Fort Hare near King William's Town on November 19 - 20, 1999.

It will be attended by members of the Tri-partite Alliance Provincial Executive Committees, representatives from SANCO, MECs, three representatives from each of the 13 ANC regions in the Province as well as the ANC component of the Eastern Cape Local Government Association (ECLGA).

Provincial and Local Government Minister Sidney Mafumadi, in his capacity as the head of the ANC NEC sub-committee on Local Government, will attend the workshop.

The main objectives of the workshop are to:

  • identify key challenges facing local government;
  • develop a short to long term strategy to address the current state of local authorities and
  • develop a common understanding of the ANC local government transformation plan

Among the discussions expected to be entertained at the workshop are:

  • Institutional arrangements and capacity building in Local Authorities
  • Intergovernmental relations
  • Financial environment of local authorities with a special focus on financial management, funding, budgeting and the credit policy
  • The ANC Local Government Election Strategy
  • Service delivery
  • Economic Development and Local Government
  • Intergrated Rural Development strategy

Resolutions from the workshop will be presented to the Provincial Executive Committee meeting to be held on Sunday, November 21, 1999 in King William's Town and are expected to form the basis of discussions at the ANC Provincial General Council at the University of Fort Hare, Alice, from December 3 - 5, 1999
