ANC WELCOMES MINISTER MOOSA'S INTERVENTIONS IN THE DEPARTMENT OF SEA FISHERIES

Over the last few years the ANC in the Western Cape has identified major problems within the fishing industry in South Africa. Problems identified relate to the lack of an implementation strategy to give effect to the Marine Living Resources Act as well as a lack of vision and trust within the Department of Sea Fisheries.

The are no clear criteria and guidelines for transformation, and continuous vexatious court cases to obstruct transformation gives rise to delays in catching which renders the industry unreliable and destroys our credibility and commercial viability in the international arena. It is however, the poorest of the poor people of the coastal communities who are hit the hardest and further impoverished.

Commenting on the issue, ANC Provincial Deputy Secretary and Spokesperson for the ANC Fishing Desk Marius Fransman, said:

"The ANC in the Western Cape welcomes the hard-hitting stance and actions that the Minister for Environmental Affairs and Tourism Valli Moosa has taken to deal with maladministration in the Department of Sea Fisheries.

"We believe that in order to ensure viability in the industry, the following needs to take place:

1. Restructuring of the Department of Sea Fisheries to enable implementation of the Marine Living Resources Act and transformation of the industry;

2. Finalisation of a clear implementation plan with a special emphasis on the allocation of long term rights to successful applicants

3. Allocation of resources linked to capacity building mechanisms for SMME's

4. Increased access to the inshore area for subsistence and artisanal fishers
