Declaration of the fourth ANC Western Cape Provincial Conference

We gathered here at this Fourth Provincial Conference of the African National Congress in the Western Cape held at the Peninsula Technikon on 27 and 28 October 2001.

A Conference of the entire Province, representative of all races, of women and men, the rural and urban, old and young, the disabled, all of the ANC`s structures, including realigned branches and the Alliance.

Meeting here to evaluate the work and progress of the three years since last we met as this democratic forum and to plan for challenges of the next three years.

Declare that:

  1. In receiving the feedback from the Provincial Executive Committee, ANC branch delegates and the National Executive Committee, the political, organisational and financial reports, it has been concretely confirmed that we are on the right track as an organisation.
  2. This Conference has united the ANC in the Western Cape as never before, as women and men from all walks of life, of different races, languages, religions, ages and from every part of the Province.
  3. This Conference recognises the death of the DA and asserts the status of the ANC as the largest party in the Western Cape.
  4. We have assessed the political situation in our Province and more than ever, we remain committed to government based on sound political principles and the transformation of our country and our Province.
  5. We stand for stable and good governance in this Province. We stand for efficient and effective social delivery, free from corruption and mismanagement and with an unwavering commitment to the needs of the poor, and in particular, the needs of the poor in the Western Cape.

This Conference:

  1. Calls on the Leadership to establish a mechanism, together with the National Leadership, to ensure that the political space presented by the death of the DA is used for the best effect.
  2. Tasks the Leadership to keep our structures and our people informed about these processes.
  3. Commits itself to ensuring that the people of the Western Cape have a Government committed to transformation and a fuller democracy.
  4. Calls for the unity within the ANC and with our Alliance partners COSATU and the SACP as demonstrated at the Conference, to be strengthened.
  5. Tasks our structures at all levels to hold People`s Assemblies to continue to build and strengthen our work of keeping the masses of our people mobilised and informed behind the ANC-led program for transformation in our country, both in government and in opposition.

We, the delegates to this Fourth ANC Western Cape Conference dedicate ourselves and the ANC to support and implement this Declaration. We will return to our homes, our workplaces, our structures - political and civil and our Alliance partners - with this commitment to spread the message of transformation and unity and to continue the good work of this Conference.

SPECIAL DECLARATION

This 4th ANC Western Cape Provincial Conference - Noting that the DA has died, therefore declare that the ANC is ready to govern! Amandla!
