Massive victory for ANC as DA settles on EXCO membership

13 December 2001

The ANC filed today for a Court interdict to stop the Unicity from filling the vacancy on the ExCo that belonged Constitutionally and legally to the ANC. Only under threat of legal action, did the DA instruct their counsel to negotiate an out of court settlement with the ANC. The settlement reached is that the DA will get rid of three of its ExCo members, who will be replaced by three ANC members. The DA will then place Mr Morkel onto the Executive.

ANC Western Cape Chairperson and MEC for Finance and Business Promotion, Ebrahim Rasool said: "This is a massive victory for the ANC over the DA. We have always insisted that we are right, four seats belong to ANC, the ANC was always entitled to them. This is another major set back and defeat for the DA. They have displayed breathtaking desperation in sacrificing three of their ExCo members to bring in Mr Morkel. The only logic behind the DA’s agreement to the settlement is that they know that there will be in excess of 24 Councilors who will use the walk-over clause to walk over to the ANC and NNP. They hope in desperation that Mr Morkel can reverse this.

"For the ANC this victory is only a portent of the greater victory that waits in March. Mr Morkel’s Mayorship is expensive and will be short-lived. The ANC’s three ExCo Councilors who will join the ExCo are ready to link up with the spirit of the people orientated delivering government that has been established in the Provincial government."
