Provincial Government`s new plan to make the Civil Service Representative

Provincial Government`s new plan to make the Civil Service Representative

7 August 2000

The strategy of the provincial government is very clear, every time they are exposed, they announce new plans to make the Western Cape civil service more representative.

How can anyone believe this new plan will work if over the last three years the situation has actually worsenedŠ

Their strategy is to undo all the hard and good work of the ANC MEC¹s.

A year ago the province had 109 senior managers, of which 70% was white and mostly males. Today the situation has worsened. At present there are 104 senior white managers, 25 coloured people, five Indian and one African!

You could begin to take them seriously if this pattern was not followed in the cabinet where the number of Coloured Ministers dropped to four, and the number of whites remained dominant.

This is exactly why this government has failed to deliver to all the communities of the Western Cape which has resulted in instability among the marginalised communities.

This approach is insulting to people of colour because it assumes that merit resides only in a white skin.
