"The ANC has never regarded Mark Wiley as a particularly effective Minister of Safety and Security for the Western Cape.

"He was too much in the habit of passing the buck and had great difficulty in taking responsibility in a Province faced with many crime challenges.

"However, his resignation shocks us. It shocks us because it confirms the continued and growing arrogance of the DP in relation to the NNP ­ their alliance partner. It is understandable that Mark Wiley should feel it arrogant of Hennie Bester to demand this portfolio for himself.

"It is, at the same time, alarming that Premier Morkel is so completely weak in the face of the DP¹s demands, and is unable to stand up for his own party members. It is alarming that Premier Morkel simply cannot bring the Western Cape Government into any form of stability.

"The fact that this fight goes on around the crucial crime portfolio begins to explain why Premier Morkel¹s government has been unable to deal with crises such as urban terror, the taxi violence, gangsterism, etc."
