Minister Asmal to visit schools

19 January 2000

Minister Kader Asmal will be visiting schools in the Western Cape tomorrow Thursday 20 January 2000.

He will be accompanied by ANC Western Cape Leader Ebrahim Rasool and Provincial Secretary Mcebisi Skwatsha.

Minister Asmal has been invited by the ANC to point out to him personally the inequalities that still persist in the Western Cape education system, especially with regard to resource distribution among ex-model C schools on the one hand; and African and Coloured schools on the other.

At a glance model C schools average 90 percent exemption rate compared to 50 percent in Coloured schools and 20 percent in African. Given that this determines access to tertiary study and the job market, this may well be the critical gap which needs to be closed.

Black pupils are not being prepared for the technological era because of the absence of sufficient maths and science teachers and facilities for this type of education.

While most schools opened promptly this monhth, especially white schools, this was not necessarily the case in the townships.

Initial reports suggest that teacher attendance was very high, but they were involved in the administration enrolments, handing out books and such matters.

Furthermore, some schools had only received about one third of their textbooks. The systems were also clogged by excessive number of students wanting to register, eg. Fazeka High registered 1 800 while their capacity is 1 200.

Another problem area is the issue of pupil-teacher ratio. Initial reports suggest that white schools will have a ratio of 1:30, Coloured schools 1:45 and African schools1:60.

The ANC would make a point that a province which has been historically advantaged, without the same debilitating legacy of bantu education and homeland schools should be able to ensure greater quality for all its learners rather than just efficiently getting them out of the school system.

The program for Thursday 20 January 2000 is as follows:

  • 08h00 Silverstream High (Manenberg)
    • Minister Asmal addresses assembly
    • will be accompanied by Rhoda Joemat (MP)
